Recto juxtaposes a statement by the notorious Philadelphia police commissioner, Frank Rizzo, exonerating two Philly police officers accused of killing a young black man, Harold Brown, with the BPP claim that Brown was murdered by "Rizzo's Mafia." In a more provocative move, the BPP circulated Wanted flyers with photographs of the accused officers, Brinley Evans and Thomas Lyons. According to Black Panther Party Defense Captain, Reggie Schell, the Brown murder was the catalyst that drove hundreds of Philadelphia blacks into the Party in 1970. Verso reprints a Philadelphia Bulletin article on the death of another Philadelphia black man killed by police, James Hamilton, with an accusation by the Panthers of the press "work[ing] hand in hand with Cisco-Kidd Rizzo."
